Finland will end Veikkaus’s exclusive rights to online casino games, sports betting, and online poker on July 1, 2027. The new Gambling Act was enacted in January 2026, and the National Police Board began accepting license applications in March. The application fee is 29,000 euros, and licenses are granted for five-year terms. By mid-March, 24 applications had been submitted, and nearly all applicants were registered in Malta.
For players, this change means a clear-cut system instead of the current guesswork. Starting in July 2027, casinos licensed in Finland will be regulated by Finnish authorities, and their winnings will be tax-free without players having to find out what license the casino holds or in which country it was issued.
