This information has two benefits. It explains why two websites that look different work exactly the same way: the same checkout, the same login, and the same terms and conditions.

The Tax Administration’s statement clarifies what this means in the context of online casinos. Two factors are decisive simultaneously: whether the operator is registered in the EEA, and whether the license was issued by an EEA country. Both conditions must be met. If the company’s registered office is outside the EEA and the license is issued by an authority located there as well, the games are not considered to be operated in an EEA country, and tax exemption does not apply to them.
In practice, this means the following for Finnish players: Winnings from an EEA-licensed casino do not need to be reported on a tax return, and no tax is owed on them. Winnings received from sources outside the EEA are taxable earned income and must be reported by the player. The tax authority does not receive this information automatically, but the obligation to report them still lies with the player.
There’s one common misconception worth clarifying here. Tax-free status has nothing to do with where the payment service operates or which bank the money comes from. Zimpler and Trustly are both Swedish and regulated by the Swedish Financial Supervisory Authority, but that doesn’t make any casino tax-free. The payment service merely determines how the money moves.
The Malta Gaming Authority is Europe's oldest and largest regulator of online gaming. Malta is an EU member state and thus part of the EEA, so the profits of casinos operating under its license are tax-free.

Finland will end Veikkaus’s exclusive right to online gaming on July 1, 2027. The new Gambling Act was passed by Parliament in December 2025 and enacted in January 2026. The practical conclusion for 2026 is simple. Winnings from the casinos listed on this page are now tax-free, and they will remain so at least until the end of June 2027. After that, it’s a good idea to check the situation again—not based on what Diilar says, but on what the Tax Administration says.
Tax exemption is a major advantage, but it’s only an advantage when you win. If your monthly gambling budget is twenty euros, tax treatment is irrelevant, and everything else is what matters: the game selection, bonus terms, withdrawal speed, and the language of customer service.
The wagering requirement eats into the bonus more than taxes would ever take from your winnings. Let’s take an example from this page.
